dejan Hundreds Held Hostage in Russia School Attackers Wearing Suicide-Bomb Belts Seize School in Southern Russia, Hold Hundreds Hostage The Associated Press MOSCOW Sept. 1, 2004 — Attackers wearing suicide-bomb belts seized a school in a Russian region bordering Chechnya on Wednesday and were holding hundreds of hostages, including 200 children. The assault came a day after a suicide bomber killed 10 people in Moscow. The seizure began after a ceremony marking the first day of the Russian school year, reports said, when it was likely that many parents had accompanied their children to class. The attackers warned they would blow up the school if police tried to storm it and forced children to stand at the windows, said Alexei Polyansky, a police spokesman for southern Russia.Both the school attack and the Moscow bombing appeared to be the work of Chechen rebels or their sympathizers, but there was no evidence of any direct link. The two strikes came just a week after two Russian planes carrying 90 people crashed almost simultaneously in what officials also say were terrorist bombings. "In essence, war has been declared on us, where the enemy is unseen and there is no front," Russian Defense Minister Sergei Ivanov said, according to the Interfax-Military News Agency. He spoke before the seizure. The latest violence also appears to be timed around Sunday's presidential elections in Chechnya, a Kremlin-backed move aimed at undermining support for the insurgents by establishing a modicum of civil order in the war-shattered republic. The previous Chechen president, Akhmad Kadyrov, was killed along with more than 20 others in a bombing on May 9. Gunfire broke out after the raid and at least three teachers and two police officers were wounded, Polyansky said. More gunfire and several explosions were heard about three hours later, the Interfax news agency reported. He said most of the attackers were wearing suicide bomb belts. The attackers demanded talks with regional officials and a well-known pediatrician, Leonid Roshal, who had aided hostages during the seizure of a Moscow theater in 2002, news reports said. The hostage-takers demanded the release of fighters detained over a series of attacks on police facilities in neighboring Ingushetia in June, the ITAR-Tass news agency reported, citing regional officials. The well-coordinated raids killed more than 90 people. ITAR-Tass, citing regional emergency officials, said about 400 people including some 200 children were being held captive. A regional police official, speaking on condition of anonymity, said the hostages had been herded into the school gymnasium. There were 17 attackers, both male and female, Interfax said, citing Ismel Shaov, a regional spokesman for the Federal Security Service. In television footage from outside the school in Beslan, a town about 10 miles north of the regional capital of Vladikavkaz, men in camouflage with heavy-caliber machine guns took up positions on the perimeter and other men in civilian dress with light automatic rifles paced nervously. At one point, a girl of about age 7 in a floral print dress and a red bow in her hair streaked around a corner apparently after fleeing from the school, followed by an older woman. Russian news reports said about 50 students managed to escape, some after hiding in the school's boiler room during the raid. The attack was the latest in a string of violence that has tormented Russians and plagued the government of President Vladimir Putin, who came to power in 2000 vowing to crush the Chechen rebels but has been largely unable to do so. Terrorism fears in Russia had risen markedly following the plane crashes and the suicide bombing outside a Moscow subway station on Tuesday night that killed 10 people and wounded more than 50. A militant Muslim web site published a statement claiming responsibility for the bombing on behalf of the "Islambouli Brigades," a group that also claimed responsibility for the airliner crashes. The veracity of the statements could not immediately be confirmed. The statement said Tuesday's bombing was a blow against Putin, "who slaughtered Muslims time and again." Putin has refused to negotiate with rebels in predominantly Muslim Chechnya who have fought Russian forces for most of the past decade, saying they must be wiped out. Putin interrupted his working holiday in the Black Sea resort of Sochi on Wednesday and returned to Moscow, after doing the same last week because of the plane crashes. Upon arrival at the Moscow airport, Putin held an immediate meeting with the heads of Russia's Interior Ministry and Federal Security Service, the Interfax news agency said. Moscow Mayor Yuri Luzhkov told reporters near the Rizhskaya subway stop in northern Moscow that the female bomber was walking toward the station but saw two police officers stationed there, turned around "and decided to destroy herself in a crowd of people." The blast tore through a heavily trafficked area between the subway station and a nearby department store. Doctors worked through the night to save the lives of others who were severely wounded by the bomb that officials said was packed with bolts to maximize casualties. Several female suicide bombers allegedly connected with the rebels have caused carnage in Moscow and other Russian cities in a series of attacks in recent years. Many of the women bombers are believed to be so-called "black widows," who have lost husbands or male relatives in the fighting that has gripped Chechnya for most of the past decade. Investigators of the plane crashes are seeking information about two Chechen women believed to have been aboard one on each plane. Police spokesman Valery Gribakin said hours after the blast that police patrols were being increased and document checks stepped up, and that security at subway and train stations and airports was being boosted. However, no increase of uniformed officers was immediately apparent at subway stations during the morning rush on Wednesday. Fears that the Chechen rebels aimed to export their fight outside the small republic's borders rose in June after insurgents launched a coordinated series of attacks on police facilities in neighboring Ingushetia, in which more than 90 people were killed. In a videotape released several days after the attack, a man appearing to be warlord Shamil Basayev claimed responsibility for the assaults and said his fighters had seized huge quantities of arms from police arsenals. In 1995, Chechen rebels led by Basayev seized a hospital in the southern Russian city of Budyonnovsk, taking some 2,000 people hostage. The six-day standoff ended with a fierce Russian police assault. Some 100 people died in the incident. TAJCI74 CTV NEWS More than 200 dead in Russian school gunbattle CTV.ca News Staff Russian troops stormed a school where hundreds of hostages had been held for more than two days, resulting in a gunbattle that killed more than 200 people, many of them children. Russian troops stormed the school early Friday in a battle to free pupils, parents and teachers who had been held in the building for 53 hours. The raid led to mass panic, with gunfire and explosions erupting, and dozens of hostages trying to run to safety. According to witnesses on the scene, one explosion caused part of the school's roof to collapse, raising the death toll further. An escaped school hostage told NTV channel that one explosion was caused by a suicide bomber blowing herself up. Many of the dead were the hostage-takers themselves. One hostage who escaped says there were 28 in all, including women in camouflage. Russian officials say some of the militants they've killed are of Arab descent. "There are 10 people originating from the Arab world among 20 killed terrorists," said Valery Andreyev, the region's Federal Security Service chief. It's believed the hostage-taking was triggered by violence and fighting in Chechnya, where mostly Muslim separatists have been seeking independence from Moscow. Russian security services said they captured alive three of the hostage-takers, but most were killed. "Several fighters have been seized but most of them were killed and I doubt any of them managed to flee," Viktor Sobolev, an army commander whose forces took part in the operation, told NTV television. Almost 650 victims have been wounded and were rushed from the scene for emergency treatment. Video from the area showed Russian soldiers leading children away from the school -- many of them only wearing their underwear. They were only partly-clothed because of the unbearable heat in the school gym where some of the hostages were held. The dehydrated children could be seen guzzling bottles of water once they were freed. They had been inside the building without access to food or water since Wednesday, the first day of the Russian school year. Criticism over police raid The hostage-takers had invited emergency workers Friday morning to take away the bodies of dead hostages killed in Wednesday's seizure of the school. Once they went in, explosions went off. The confused hostages began fleeing, prompting their captors to start shooting at them. When the captors fired, Russian troops opened fire and the battle began. It's unclear why the drama unfolded the way it did, especially when negotiations were going on at the time the explosions went off. CTV News' Ellen Pinchuk in Beslan described several of the hostages being carried out. One woman was unconscious and "appeared to be in a very bad way. Another man was rushed into a waiting car, not even an ambulance." "People here are weeping, they're crying. They don't know the status of their loved ones. They want any information on what's happening inside." Prime Minister Paul Martin says Canadians are outraged by what he calls the "barbaric acts of terrorism" in Russia. He says Canadians are deeply saddened by reports of innocent children and adults who have been injured or killed. "Today, as Russians and the international community are horrified by these events, I also want to express Canada's steadfast solidarity and continuing cooperation in the global struggle against terrorism," Martin said in a statement. The White House is also condemning the hostage takers. "There is no justification for the taking of innocent life, and the barbaric nature of this terrorist act is despicable," White House spokesman Scott McClellan said in a statement. "The responsibility for the tragic loss of life rests with the terrorists," he said. "The United States stands side by side with Russia in our global fight against terrorism."

Men dug graves in a plot of land the size of a football field next to the Beslan cemetery, as surveyors marked another field across the road with wooden stakes and string for diggers to prepare. As families prepared ritual meals in courtyards, the echo of weeping relatives and loved ones could be heard all around the town. The funerals come a day after Russian President Vladimir Putin told his nation "full-scale war" had been declared against it by international terrorists. In his televised address Saturday, he admitted Russian forces were not prepared to respond to the attack on a school in southern Russia by Islamic militants, almost half of whom appeared to be Arabs. Putin blamed the collapse of the Soviet Union for the country's weakened state and called for radical reform of Russia's special forces. "We need to admit that we didn't show an understanding of the dangers in our own country and the world, so we couldn't adequately react. We showed weakness and weak people are beaten," he said. He also said he would tighten border controls and establish a new system to stabilize the war-torn Caucasus region. Beslan, site of the tragedy, is located in the southern Russian region of North Ossetia. It is mainly Christian, and is surrounded by Muslim republics. Authorities now say at least 350 victims had been killed in the hostage-taking at Middle School No. 1 -- including 156 children. Russian Deputy Prosecutor Sergei Fridinsky said Sunday that 30 hostage-takers are among the dead, the Interfax news agency reported. Another 540 people were wounded -- most of them children. The regional health ministry said 180 people were still missing. Three suspects detained after the tragedy were helping officials identify the dead militants, Interfax reported. North Ossetian Interior Minister Kazbek Dzantiyev has resigned over the attack, according to Russian Interior Ministry officials. A shaken Putin paid a surprise visit to the town to be seen comforting the victims. He became visibly distraught at the bedside of the school's critically wounded principal and with one small child. One Russian Orthodox priest said outside his church: "Those who come here to kill will be killed, and we will pray for that." During the 53-hour standoff -- which ended Friday in chaos, gunfire and explosions -- Russian authorities estimated there were 350 hostages. That is now believed to be only one-third the actual number held. Many of the victims were reported to have been killed or wounded by a roof collapse in the school's gymnasium, apparently caused by an explosion before Russian forces began their assault. A local official was quoted on a radio station saying the militants may have received help from local police preparing their attack and planting the weapons, CTV's Ellen Pinchuk reported. The bloody climax of the two-day standoff unfolded early Friday. The raid led to mass panic, with gunfire and explosions erupting, and dozens of hostages trying to run to safety. The hostage-takers also fled the scene. Some took refuge in a nearby house; others in basement in the school compound. Both groups traded fire with security forces. After 12 hours, the Russian government said resistance had ended. The dead militants were displayed on TV. Security sources accused al Qaeda, the Islamist terror network headed by Osama bin Laden, of financing the attack on the school. They also implicated Chechen warlord Shamil Basayev of masterminding the actual raid, ITAR-Tass reported. Law-enforcement sources in North Ossetia and Ingushetia, speaking on condition of anonymity, told The Associated Press the attackers were believed to include Chechens, Ingush, Russians and a North Ossetian suspected of participating in the violence. Putin's uncertain path Putin came to power in early 2000 promising to take a hardline stance with militant Chechen separatists. The only offer he is willing to accept from moderate Chechen separatist leader Aslan Maskhodov is total surrender. But some observers say Maskhodov has been eclipsed in influence by very hardline Islamist extremists who want Chechnya to become an independent Islamic republic. Maskhodov denied any involvement by his people in the assault on the school and was prepared to help end the siege, according to a New York Times article. In the past 10 days, two airliners were blown up simultaneously, killing 90 people followed by a subway suicide bombing, in which 10 died -- and now the Beslan catastrophe. Pinchuk said security is already being tightened. "The region's borders are sealed off. There's a door-to-door police check underway. New laws are being worked on in order to increase security," she said. "But whether there will be any fundamental change in policy toward Chechnya remains to be seen.
