UNIVERSITY IN ALBANIAN ANTI CONSTITUTIONAL
At its yesterday session led by Prime Minister Branko
Crvenkovski, the Macedonian govt. discusses the initiative
for an university in Albanian in the Republic of Macedonia,
submitted by the initiators called "Associations and
Political Subjects of Albanians in Macedonia". The govt.
ecided the following:
- The Constitution of the Republic of Macedonia states that
the national minorities in the Republic of Macedonia have a
right to an education in their mother tongue only in the
elementary and high school, which means that the submitted
demand is not in accordance either with the Constitution or
the Law on Education.
- As for training teachers for teaching in their mother
tongue, the govt. decided that the Macedonian University
should, within the constitutionally defined rights, decide
upon forms through which such a training is to be provided
within the unique educational system in the country, and
which will open possibilities for complete implementation of
the rights of minorities.
- Bearing in mind that the initiators are undertaking wide
activities for the realization of the idea, despite its
being anti constitutional and illegal, thus falsely
promising to citizens to open such an "university" and even
raising funds from people and preparing objects for a "seat"
of such an "university", the Macedonian govt. underlines
that all this has no legal power and announces that it will
introduce all measures within its competence to suspend the
activities.
- The govt. also points to the fact that the responsibility
for any consequences of the illegal activities by the
initiators will be born solely by the initiators themselves.
ALBANIAN MINISTERS DISSOCIATE FROM GOVT. DECISION
In regard to the govt. decision on the issue of an
university in Albanian, the ministers of Albanian
nationality Bekir Zhuta, Aslan Selmani, Dzhevdet Hajredini,
Iliaz Sabriu and Sevret Avziu, as well as the deputy
ministers Hasan Jashari and Bardul Kuka issued a public
statement to dissociate from this govt. decision, "Nova
Makedonija" writes. The A1 television informs that the
statement originates from PDP, but the note was without the
usual seal and signature.
CEREMONIAL OPENING OF UNIVERSITY IN ALBANIAN
As reported by Radio Tirana, preparations in Tetovo for a
ceremonial opening of an university in Albanian on December
17 are nearly over. The initiative committee demands from
and appeals to all Albanians to avoid any form of
provocation on that day, as "the Tetovo police has thus far
been only too sufficiently engaged in provoking and
harassing the members of the initiative committee, and
especially the president Dr. Fadil Suleimani."
In his statement for the Skopje correspondent of the
Albanian Radio and Television, Suleimani stresses that the
committee has already met and was supported by several
foreign ambassadors to Macedonia: the American, British,
Swedish and French ambassadors, as well as by
representatives of CSCE and UNPROFOR in Macedonia. The
committee did not meet only with President Gligorov,
Suleimani said, but that meeting would anyhow have been of
an informative nature.
Radio Skopje informed yesterday that the French embassy
denied having led any such talks with the initiators, and
that the American Ambassador Victor Comrass did meet with
them, but that was all.
According to Radio Tirana, the Macedonian media are
attempting to politicize this activity by the Albanians in
Macedonia. The radio informs the nearly 500 guests expected
to attend the ceremonial opening on 17 December will include
representatives of political and educational institutions
from Macedonia and abroad, diplomats in Macedonia, political
parties of Albanians, representatives of international
institutions and others.
MILITARY EQUIPMENT FOR MACEDONIA
Yesterday, the Macedonian Minister of defense Vlado Popovski
received representatives of the largest Austrian consortium
of enterprises producing equipment for military and civilian
needs and security protection. The cooperation would be
carried out through govt. programs. The member enterprises
also presented their products at the Ministry of defense.
CRVENKOVSKI IN STRASBOURG
Macedonian Foreign Minister Stevo Crvenkovski arrived in
Strasbourg, yesterday, to meet with officials of the Council
of Europe's Committee of Ministers. This highest body of the
Council decided to start a political dialogue with Macedonia
and invited Minister Crvenkovski to exchange ideas on
Macedonia and the wider region. Apart from this, Minister
Crvenkovski will also meet with Daniel Tarshis, Secretary
General of the Council, ambassadors group of the member
countries led by the ambassador of Cyprus as a current
chairman, as well as with top officials of the Secretariat
of this organization.
AID FROM GREAT BRITAIN
At the Macedonian Ministry of Finance, yesterday, Deputy
Minister Hari Kostov and Robert Camabol, British charge-de-
affairs, exchanged letters for realizing of the
irretrievable aid by Great Britain for Macedonia of 2
million pounds. The funds will be used to support the
payment operations in Macedonia, i.e., for certain economic
programs. The aid is a part of the EU aid for Macedonia,
agreed upon in December 1992.
IMF AND WORLD BANK EXPERTS IN SKOPJE
Two teams of experts - one of the World Bank and another
from IMF - are currently in Skopje, led by Paul Tomsen, Head
of the IMF mission in Macedonia. The talks will focus on the
Macedonian budget for 1995, the strategy for further support
for the stabilization program and the social welfare sector.
The meetings are in fact a preparation for talks on the
stand-by arrangement, scheduled for the beginning of next
year. Negotiations with the World Bank on a 14 million
dollars aid for the social program are near to an end. The
funds will be available somewhere in March, next year.
OIL AWAITS OFFICIAL PERMIT
Radio Skopje informs the Greek govt. has not yet issued an
official approval, i.e., permission for the 5 000 tons of
humanitarian crude oil to cross the border and enter
Macedonia. The loaded train has been awaiting the permission
for several days already. 35 freight-cars have been provided
from Bulgaria, as a third and neutral country. The transport
of corn, meantime, is carried out quite slowly, and
Macedonian customs authorities protested against the fact
that the corn is transported in open freight-cars, which
leaves it exposed to rain and makes it unusable for
production of cattle food. Therefore, they announced that,
unless the corn is transported by covered trains, it will be
returned back.
NEW AMERICAN SUGGESTIONS
The U.S. president's special envoy in the Macedonian-Greek
dispute Matthew Nemitz is to arrive in Skopje on Friday.
Greek sources say he carries along new American suggestions
for a solution to the dispute.
LP NEWS CONFERENCE
The Liberal Party held a conference for the press,
yesterday, to state its complete support for the mandator
Crvenkovski and his total freedom in forming the new
cabinet.
The reason for the conference, as explained by the party
vice-president Risto Ivanov, were problems faced by the
mandator. The meetings and negotiations between the
coalition parties of the Alliance for Macedonia are within
constitutional frames and aimed at finding a most rational
approach to the problem. The Liberal Party stresses that the
entire responsibility for the new administration and its
work in the future is born solely by the mandator. In other
words, the decision whether the new govt. will include LP
members and which ministries will be given to them depends
only on Crvenkovski. It just may happen that he decides not
to include any Liberals in the cabinet, but it is only his
opinion and decision, the party stated.
"LAST NEWS"
Skopje "Vecher" writes that the new Liberal ministers will
be Risto Ivanov, Sarevski, Stevo Crvenkovski, Petrush
Stefanov and Jurukovski. Frchkovski, Miljovski, Sofia
Todorova and Ilija Dzhonov will be new ministers from SDSM,
and PDP members to appointed new ministers are Aslan
Selmani, Iliaz Sabriu, Bekir Zhuta and Eshtref Aliu. The
Socialists Ljube Trpevski and Hari Kostov are also in the
game.
"Nova Makedonija", on the other hand, claims that the talks
have so far resulted only in acceptance of the formula of 10
SDSM ministers, 5 Liberals, 4 PDP members and one Socialist.
The paper also informs that the announcement of the new
cabinet may be put off for 15 December, when the dead line
expires.
GOSHEV RECEIVED BOH
Petar Goshev, leader of the Democratic Party, received Tore
Boh, new Chief of the CSCE mission, at a request by the
latter. They conferred on the current political situation in
the country, especially on the ethnic relations and the
constitution of a new parliament without the two major
opposition parties.
SHAGAL IN SKOPJE
An exhibition of paintings by Mark Shagal will be open at 8
p.m. tonight, at the Skopje Museum of Modern Arts. The
exhibition will include 49 original paintings by Shagal,
from the period of 1960-1985. The event is organized in a
cooperation with the French Cultural Center in Skopje.
MILS SPECIAL SUPPLEMENT: NOT LIKE IN "HELL", BUT TENSE
("Vecher", 13 December, 1994)
The "Tetovo University" with lectures in Albanian, as
announced at the Culture center, is to be open on 17
December, at noon. The ceremony is expected to be attended
by about 500 intellectuals and politicians. The "seat" of
the "university", previously a private house in Tetovo and
now allegedly in possession of the Islamic religious
community, is also to host all officials of the diplomatic
corpse in Macedonia, along with the Macedonian elite, Fadil
Suleimani, the initiator of the whole idea, informs.
In short, a big festivity is announced for next Saturday in
Tetovo. The Macedonians in the city under the Shara Mountain
are hoping the govt. will prevent the act of opening an
university in Albanian. Tomislav Stojanovski - Bombaj,
leader of the Democratic Party of Macedonia and deputy to
parliament says:
"If Macedonia is a legal state, the govt. is obliged to
prevent this symbolical act of opening on December 17. In
this way, the state has to prove its authority and
independence."
Unless this happens, Stojanovski warns against a "bitter
reaction by the non-Albanian population", but within the
state institutions and within frames of what the syntagm
"democratic behavior" means. Meaning, with no direct
confrontation between the two sides, Bombaj adds.
Suleimani and his colleague Murtezan Ismaili assure that the
state not only has no reason to intervene, but ought to
support the initiative. "We respect all competent
institutions, but the Albanians can no longer stay
uneducated," they claim. The title "Tetovo University"
already hangs at the walls of the seat, written in both
Albanian and Macedonian.
"We enjoy a complete support by the Albanian population.
Should the Macedonian govt. try to obstruct us, it will have
to bear all consequences. The Albanians are dignified and
determined to defend this university at all costs,"
Suleimani states.
The Macedonians in Tetovo are upset by such announcements of
firm and unscrupulous defense of the "University", still
remembering the warning by Suleimani that there will be
"hell" in Macedonia in case the university is prevented from
being open. Stojanovski says that Fadil Suleimani had left
Tetovo back in 1958 and has now come back in an attempt to
transfer the Prishtina university in Macedonia. Suleimani
officially confers only through interpreters. All these
"small" details are taken into account when spectators
explain that this is in fact a completion of the idea for a
Greater Albania and that the university would only result in
another big wave of Kosovo Albanians emigrating to
Macedonia, thus endangering the demographic structure of the
city.
The initiative, as it is known, is supported by all parties
of Albanians in Macedonia. NDP officials, for instance,
blame the Macedonian media for turning the university into a
Satan, while they claim it will not be aimed against the
Macedonian people. They remind of the missed opportunity to
form a Teacher's School in Albanian, which, according to
them, was agreed upon with the mediator Gerd Arens. Anyway,
the initiative is here and very much alive, and the
"Albanians are not expecting any incidents," the party
assures.
Yet, the word "incident" and the anxiety with a possible
conflict are used easily and daily by the locals.
Macedonians in Tetovo are convinced the leaders of Albanians
in Macedonia are working on the creation of a Greater
Albania. The statements by Dzhaferi and Aliti at the recent
debate in Prishtina are here understood as direct
confirmation of such thesis. "Let us be sincere," Menduh
Tachi says. "If you ask what my personal dream is, I will
tell you: all Albanians in one state. But, my political
position makes me responsible before my and the other
nations for the global trends. That is why the main task of
every politician is to judge and evaluate the situation.
Only a single wrong judgment may lead to a war."
Tachi believes the Macedonians are not ready for a conflict,
and the Albanians are far from desiring one.
"I refuse to accept that there are chances of a conflict
between the Macedonians and Albanians in Tetovo. There is
only a govt. harassment on the Albanians, and by no means a
harassment by the Macedonians," he is categorical.
Abdurahman Aliti, leader of PDP, warns against a dangerous
and premeditated concept when it comes to problems regarding
the official use of languages. "We are continually being
told that the Albanian language stands no chance of ever
being allowed a public use," he says. He informs that the
patience of the PDP parliamentary group is at an end and
that they will leave the parliament if they are not allowed
to speak in their mother tongue during sessions. As for the
initiative for an university in Albanian, he explains:
"We support the initiative. Let me remind you that not along
ago, during the talks in Ohrid, it was confirmed that the
forming of a Teacher's School in Albanian is an already
accomplished act. Had that idea been accepted and realized
then, we would have had a much more relaxed situation now."
A conflict is still highly unlikely to break out on December
17. But, the tension in Tetovo is increasing and it is
usually the best sign of the real situation. The patience of
all sides is at an end, and every one at least agrees to one
thing - the strategy of buying time has ended. It seems
inevitable to face the problems.

voeni i civilni potrebi i bebzednosna zasstita. Na sredbata
e istaknata mozznosta za sorabotka megju ovoj konzorcium i
odredeni pretprijatija od Makedonija i toa preku
megjuvladini programi. Vo Ministerstvoto za odbrana
izvrssena e i prezentacija na proizvodite na pretprijatijata

CRVENKOVSKI VO STRAZBUR
Ministerot za nadvoressni raboti na Republikata Stevo
Crvenkovski vccera zamina za Strazbur kade kje ima sredba so
Ministerskiot komitet na Sovetot na Evropa. Ova najvisoko
telo na Sovetot na Evropa na svojot posleden sostanok ressi
da vospostavi politiccki dijalog so Republika Makedonija i
go pokani ministerot Crvenkovski da razmenat mislenja za
sostojbite vo Makedonija i possiroko vo regionot. Pokraj
ovaa sredba predvideni se i sredbi so generalniot sekretar
na Sovetot na Evropa, Daniel Tarssis, so grupa ambasadori
na zemjite cclenki predvodeni od ambasadorot na Kipar vo
svojstvo an aktuelen pretsedavacc, kako i so najvisoki
prtetstavnici na Sekretarijatot na Sovetot na Evropa.
REALIZACIJA NA POMOSSTA OD BRITANIJA
Vo Ministerstvoto za finansii na Republikata vccera
zamenikot Hari Kostov i britanskiot vrssitel na dolzznosti
Robert Kamabol razmenija pisma so koi se realizira
nepovratnata poddrsska na Velika Britanija na makedonskata
Vlada vo iznos od 2 milioni funti. Sredstvata kje bidat
koristeni za potkrepa na platniot bilans na RM, odnosno za
konkretna poddrsska na opredeleni programi vo stopanstvoto.
Sredstvata od Velika Britanija se dodeleni vo ramkite na
pomossta na EU dogovorena vo dekemvri 1992 godina.
EKSPERTI NA MMF I SVETSKATA BANKA VO SKOPJE
Vo Skopje prestojuvaat dve ekipi struccnaci na Svetskata
banka i tim na eksperti na MMF predvodeni od ssefot na
misijata na MMF vo Republika Makedonija Pol Tomsen. Predmet
na razgovori kje bidat budzetot za 1995 godina, strategijata
za natamossnata poddrsska na stabilizacionata politika i
sektorot za socijalna zasstita. Sredbite kje bidat vo
funkcija na podgotovka na pregovorite za dobivanje na stend-
by aranzzman, najaveni za poccetokot na slednata godina. So
Svetskata banka vo zavrssna faza se pregovorite za dobivanje
sredstva za socijalna zasstita od okolu 14 milioni dolari
koi bi trebalo da stanat dostapni vo mart 1995 godina.
NAFTATA CCEKA NA OFICIJALNA SOGLASNOST
Oficijalnata soglasnost na grcckata Vlada, odnosno dozvola
5.000 toni mazut vo vid na humanitarna pomoss za Makedonija
da ja preminat granicata seusste ne e dadena, javuva Radio
Skopje. 17 vagon cisterni natovareni so mazut vo Solunskoto
pristanisste ccekaat vekje nekolku dena. Za transportot se
obezbedeni i 35 vagon cisterni od Bugarija kako treta
neutralna zemja.
Inaku, transportot na pccenkata se odviva dosta bavno, a
pograniccnite organi na RM stavija zabelesska zaradi
prevezuvanjeto na pccenkata vo otvoreni vagoni. Imeno,
vremenskite uslovi ja zgolemuvaat vlazznosta na pccenkata i
ja pravat neupotrebliva za prerabotka vo stoccna hrana.
Ottuka i najavata deka, dokolku Grcija pccenkata ja
transportira nezasstitena, kje i bide vratena nazad.
NOVI AMERIKANSKI PREDLOZI
Vo petok vo Skopje se occekuva da dopatuva posrednikot na
amerikanskiot pretsedatel vo grccko-makedonskiot spor Metju
Nimic. Spored grccki izvori toj nosi novi amerikanski
predlozi za ressavanje na sporot megju Atina i Skopje.
ALBANSKIOT UNIVERZITET - PROTIVUSTAVEN
Vladata na Republika Makedonija na vccerassnata sednica so
koja rakovodesse pretsedatelot Branko Crvenkovski,
raspravasse po baranjeto za osnovanje na uiverzitet na
albanski jazik vo RM podneseno od inicijatorite, narecceni
Asocijacii i albanski politiccki subjekti vo Makedonija i gi
zazede slednite stavovi:
- Vo Ustavot na RM e predvideno deka nacionalnostite vo
Republika Makedonija imaat pravo na nastava na majccin jazik
vo osnovnoto i srednoto obrazovanie, ssto znacci deka
navedenoto baranje ne e vo soglasnost nitu so Ustavot nitu
so postojniot Zakon za nasocceno obrazovanie.- Vo vrska so sskoluvanjeto na nastavnici za nastava na
majccin jazik,vo ramkite na ustavno definiranite prava,
Vladata zazede stav deka vo ramkite na Univerzitetot treba
da se odlucci za formite niz koi kje se ovozmozzi vakvo
obrazovanie vo edinstveniot sistem na obrazovanieto, so ssto
kje se otvorat mozznosti za celosna realizacija na pravata
na nacionalnostite vo ovaa oblast utvrdeni so Ustavot na RM.
- Poagjajkji od faktot deka podnositelite na ovaa
inicijativa prezemaat ssiroki merki za nejzino ostvaruvanje,
nezavisno od nejzinata neustavna i nezakonska osnova i
posebno gi doveduvaat vo zabluda gragjanite, vetuvajkji
otvoranje na vakov "Univerzitet", pribirajkji pritoa od niv
i sredstva, kako i podgotvuvajkji objekti kade bi bil
smesten takviot "Univerzitet", Vladata ukazzuva deka seto
toa ne predizvikuva pravno dejstvo i kje gi prezeme site
zakonski merki koi i stojat na raspolaganje za da gi
suspendira ovie vonzakonski aktivnosti.
- Vladata ukazzuva deka odgovornosta za posledicite
nastanati od vaka prezemenite nezakonski dejstvija na
inicijatorite, a posebno zaradi mozznoto vlossuvanje na
megjunacionalnite odnosi, ja snosat nositelite na ovaa
neustavna i nezakonska inicijativa.
MINISTRITE ALBANCI SE OGRADUVAAT OD STAVOVITE
Vo vrska so stavovite od sednicata na Vladata, ministrite
Albanci od Vladata na RM: Bekjir Zzuta, Aslan Selmani,
Dzevdet Hajredini, Ilijaz Sabriu i Servet Avziu, kako i
zamenicite ministri: Hasan Jassari i Bardul Kuka upatija
soopsstenie vo koe se ograduvaat od stavovite - zakluccoci
na Vladata doneseni na vccerassnata sednica, na koja se
raspravasse po inicijativata na odbvorot za osnovanje na
univerzitet na albanski jazik vo Tetovo, javuva "Nova
Makedonija"
Kako ssto javi A1 Televizijata, soopsstenieto poteknuva od
PDP, no na nego gi nemalo voobiccaenite potpis i peccat na
partijata.
SVECCENO OTVORANJE NA ALBANSKIOT UNIVERZITET
Kako ssto javuva Radio Tirana, vo Tetovo intenzivno se
privrssuvaat site podgotovki za sveccenoto otvoranje na
albanskiot univerzitet na 17 dekemvri. Od inicijativniot
odbor se bara i apelira do site Albanci, toj den da ne
odgovaraat na eventualnite provokacii, bidejkji za
"provokacii dosega e angazzirana tetovskata policija koja
podolgo vreme gi maltretira cclenovite na inicijativniot
odbor, a posebno negoviot pretsedatel prof. d-r Fadil
Sulejmani".
Vo izjavata dadena za dopisnikot na albanskata Radio i
Televizija vo Skopje, Sulejmani istaknuva deka dosega se
ostvareni sredbi i razgovori i dobiena poddrsska od povekje
stranski ambasadori vo Makedonija: amerikanskiot,
britanskiot, ssvedskiot i francuskiot kako i pretstavnicite
na KEBS i UNPROFOR vo Makedonija. Edinstveno, spored
zborovite na Sulejmani, ne e ostvarena sredbata so Gligorov,
koja i onaka bi imala samo informativen karakter.
Radio Skopje vccera gi prenese informaciite dobieni od
Francuskata ambasada vo Skopje i Amerikanskiot centar za
informacii i vrski deka razgovor so francuskiot ambasador
vo RM Patrik Krisman ne e voopssto obaven, dodeka so
amerikanskiot ambasador Viktor Komras takov razgovor e
obaven, no nissto povekje od toa.
Spored Radio Tirana za otvoranjeto na univerzitetot osobeno
se pissuva vo makedonskite mediumi koi ovaa aktivnost na
Albancite sakaat da ja politiziraat. Spored Radio Tirana na
sveccenosta na 17 dekemvri se occekuva da prisustvuvaat nad
500 gosti - pretstavnici na politiccki, obrazovni instiucii
od Makedonija i od stranstvo, diplomatskiot kor vo
Makedonija, politicckite partii Albancite, pretstavnici na
megjunarodni instiucii i drugi gosti.
PRES KONFERENCIJA NA LP
Vccera Liberalnata partija odrzza pres konferencija na koja
na mandatorot Crvenkovski mu se dava celosna poddrsska i
sloboda pri formiranjeto na Vladata.
Priccina za pres konferencijata, kako ssto istakna
potpretsedatelot na partijata Risto Ivanov, se problemite
koi gi ima mandatorot za sostavuvanje na novata Vlada.
Megjusebnite dogovori i pregovori se vo ustavni ramki i
zaradi konsultacii vo Sojuzot za Makedonija za najracionalen
pristap vo formiranjeto na ovoj organ. Stav na LP e deka
odgovornosta za sostavot na Vladata i nejzinata rabota vo
pretstojniot period lezzi na mandatorot. So drugi zborovi
odlukata dali vo novata Vlada kje ima pretstavnici na LP i
koi od niv za koi ministerstva iscelo lezzi na mandatorot
Crvenkovski. Mozze da se slucci toj voopssto da ne vklucci
lugje od LP, no toa e negova procena i odgovornost, besse
kazzano na konferencijata na Liberalnata partija.
"POSLEDNA VEST"
Kako ssto javuva skopski "Veccer" od strana na Liberalnata
partija ministri vo novata Vlada kje bidat: Risto Ivanov,
Sarevski, Stevo Crvenkovski, Petruss Stefanov i Jurukovski.
Od SDSM sigurni se: Frcckovski, Miljovski, Sofija Todorova i
Ilija Dzonov. Od PDP: Aslan Selmani, Ilijaz Sabriu, Bekjir
Zzuta i Esstref Aliu. Od Socijalisticckata partija vo igra
se Ljube Trpevski i Hari Kostov.
"Nova Makedonija" pak javuva deka prifatena e samo formulata
na ministerskite mesta i toa: 10 od SDSM, 5 od Liberalnata
partija, 4 od PDP i eden minister od Socijalisticckata
partija.
Isto taka vesnikot informira deka objavuvanjeto na sostavot
na novata Vlada mozze da bide oddlozzeno do 15 dekemvri,
koga istekuva posledniot rok za formiranje na vladiniot
kabinet.
GOSSEV GO PRIMI BOG
Pretsedatelot na Demokratskata partija Petar Gossev go primi
noviot ssef na KEBS Tore Bog na negovo baranje. Razgovarano
e za aktuelanta politiccka sostojba vo drzzavata so poseben
akcent na megjuetnicckite odnosi i posledicite od
konstituiranjeto na Parlamentot bez najznaccajnite
opozicioni partii.
SSAGAL VO SKOPJE
Vo Muzejot na sovremenata umetnost - Skopje, vecerva vo 20
ccasot kje bide otvorena izlozzba na dela od Mark Ssagal na
koja kje bidat prezentirani 49 originalni kolor litografii
od periodot 1960-1985 godina. Izlozzbata e realizirana vo
sorabotka so Francuskiot kulturen centar vo Skopje.
